Broccoli Swiss Quiche with Whole Wheat Pie Crust

Whole Wheat Pastry Crust 

1 cup whole wheat pastry flour 
1 teaspoon sugar 
¾ teaspoon salt 
5 tablespoons vegetable oil 
2 tablespoons milk
